    A partir de la década de los años cuarenta inició la incorporación de la figura cooperativa en la legislación costarricense, desde ese momento y hasta los años 80 del siglo pasado, el legislador en Costa Rica ha tenido una actitud muy proclive al favorecimiento del cooperativismo como instrumento de desarrollo e inclusión. Esa predisposición del legislador a favor del cooperativismo que exhibe la normativa del país centroamericano, en ocasiones lo ha llevado a transgredir valores fundamentales de la doctrina cooperativa, tal es el caso de las condiciones creadas para la operación y financiamiento del Consejo Nacional de Cooperativas CONACOOP y el Centro de Estudios y Capacitación Cooperativa Responsabilidad Limitada CENECOOP R.L., entidades que no constituyen ejemplos clásicos de lo que debe entenderse por adhesión abierta, voluntaria y cooperación entre cooperativas.

    Starting in the 1940s, the incorporation of the cooperative figure into Costa Rican legislation began, from that moment until the 1980s of the last century, the legislator in Costa Rica has had an attitude very prone to favoring cooperativism as an instrument for development and inclusion. This predisposition of the legislator in favor of cooperativism that the regulations of the Central American country exhibit, has sometimes led him to transgress fundamental values of the cooperative doctrine, such is the case of the conditions created for the operation and financing of the National Council of Cooperatives CONACOOP and the Centro de Estudios y Capacitación Cooperativa Responsabilidad Limitada CENECOOP RL, entities that are not classic examples of what should be understood by open, voluntary membership and cooperation between cooperatives.
