El paisaje cultural como una pieza clave del sistema turístico territorial

    La interpretación del paisaje responde a un dinamismo propio del momento histórico, social, cultural y económico vivido. El Convenio Europeo del Paisaje supuso un punto de inflexión en el debate surgido en torno al paisaje. Este artículo plantea una visión del paisaje cultural como pieza clave del sistema turístico territorial, evidenciando una serie de dificultades en el proceso de valorización turística que, desde la planificación territorial, patrimonial y turística, no se están manejando correctamente. El paisaje cultural como atractivo turístico supone una oportunidad para diversificar y cualificar los territorios. El turismo introduce y demanda cambios en los modelos de gestión. A pesar de la relevancia de esta actividad, desde la legislación y los instrumentos de planificación y gestión patrimonial se aborda de una manera tangencial. Se requiere de una estrategia de acción que se materialice en planes de gestión que integren el turismo en aras de la conservación y que garanticen la sostenibilidad del uso turístico, pudiendo ponerse en práctica en los paisajes identificados en el Plan Nacional de Paisaje Cultural.

    The interpretation of the landscape responds to a dynamism characteristic of the historical, social, cultural and economic moment lived. The European Landscape Convention marked a turning point in the debate surrounding the landscape. This article presents a vision of the cultural landscape as a key part of the territorial tourism system, evidencing a series of difficulties in the process of tourist valorization, which, from the territorial, patrimonial and tourist planning are not being handled correctly. The cultural landscape as a tourist attraction is an opportunity to diversify and qualify the territories. Tourism introduces and demands changes in management models. In spite of the relevance of this activity, from the legislation and instruments of planning and patrimonial management it is approached in a tangential way. An action strategy is required that materializes in management plans that integrate tourism in the interest of conservation and that guarantee the sustainability of tourist use, being able to be put into practice in the landscapes identified in the National Plan of Cultural Landscape
