  A priori, la relación entre paisaje y democracia no es evidente. Si consideramos el paisaje como un objeto estético, esta relación no es en absoluto obvia: solo significa que una determinada concepción del paisaje impone su visión estetizante del territorio y se pone en tela de juicio la democracia. Pero si el paisaje se considera tal y como preconiza el Convenio Europeo del Paisaje, es decir, como el paisaje cotidiano, o más exactamente como el marco de vida de las poblaciones europeas, ocurre lo contrario. Cada agente del territorio se ve afectado, ya sean los habitantes, los cargos electos, los responsables de las Administraciones afectadas o los miembros de las asociaciones que luchan por la calidad de vida o por la protección del paisaje y de la naturaleza. Lo que quiere decir que el futuro del paisaje de estos actores depende de las medidas adoptadas por los Estados, las regiones, las provincias o los municipios: lo que se debate es, por tanto, la negociación

  The relationship between landscape and democracy is not immediately clear. If we consider landscape as an aesthetic object, the relationship is not obvious: it simply means a certain conception of the landscape imposing its aesthetic vision on the territory and challenging democracy. But if landscape is approached in line with what the European Landscape Convention advocates, i.e., the everyday environment, or more precisely the living framework of the European population, the issue changes completely. Every stakeholder in the territory is then involved, whether inhabitants or elected representatives: the heads of the competent authorities or members of the associations that fight for quality of life or the protection of landscapes and nature. In other words, the future of these stakeholders’ landscape depends on the measures taken by the States, regions, provinces and municipalities: it is negotiation that is therefore up for debate
