Gobierno de Chávez: ¿nuevos rumbos en la política petrolera venezolana?

    A lo largo del gobierno de Hugo Chávez en Venezuela se han aprobado dos leyes orgánicas, la de Hidrocarburos Gaseosos en 1999 y la de Hidrocarburos en 2001, que derogan toda la legislación petrolera anterior y establecen las bases para una reforma petrolera comparable en sus ambiciones y propósitos a la de 1943, que unificó el régimen concesionario, o a la de 1976, cuando se nacionalizó la industria. El artículo comienza por presentar un recuento histórico del petróleo en Venezuela destacando sus principales hitos y marcando sus distintos periodos. Hecha esa breve presentación de la historia petrolera nacional, se pasa a revisar lo que son considerados los más importantes cambios de orientación en política petrolera implementados por el gobierno actual. Concluye argumentando que es en esta área donde el gobierno de Chávez puede exhibir sus más importantes logros en el campo económico. Asimismo, esta reforma ha estado en el centro de la confrontación política que vive el país desde diciembre de 2001.

    During the government of Hugo Chavez in Venezuela have been approved two organizational laws: The Gaseous Hydrocarbons in 1999 and the Hydrocarbons in 2001, which abolish all the previous oil legislation and establish the bases for a comparable oil reform in its ambitions and purposes to the one of 1943, that unified the concessionary regime, or the one of 1976, when took place the nationalization of that industry. The article starts by presenting a historical inventory of the oil in Venezuela emphasizing its principal milestones and indicating its different periods. After that the article is passes to check what are considered the most important direction changes in oil policy implemented by the current government. It concludes arguing that it is in this area where the government of Chavez can exhibit its more important achievements in the economic fields. Also, this reform has been in the center of the political confrontation that lives the country form December 2001.
