Resumen de El patrimonio naval y el nuevo reglamento, retos y oportunidades para la ingeniería naval

  El nuevo Reglamento de Buques históricos, dictado al amparo de la Ley de Navegación Marítima 2014, plantea las nuevas categorías de buques y embarcaciones históricas en nuestro ordenamiento. Partiendo del referente europeo (Wilhemshaven MOU) la norma se inclina por un tratamiento individualizado para las especificaciones operativas y de seguridad marítima a partir del “Certificado de Cumplimiento”. Especial interés y de gran potencialidad es el tratamiento dispensado a las “reproducciones singulares” y las “reproducciones digitales” que abren nuevas oportunidades al ingeniero naval. La Ponencia expone nuestros análisis e investigaciones sobre las cuestiones a las que se enfrentan astilleros y las organizaciones privadas y museos marítimos que protegen este patrimonio en España; los trabajos de preparación del Reglamento y las aportaciones doctrinales, de las que destacan las del Profesor de Derecho Marítimo de la UPC, Jaime Rodrigo de Larrucea, Académico de la Real Academia de la Mar y de la Real Academia Europea de Doctores. La presente ponencia pretende evaluar los retos y oportunidades que este sector ofrece al ingeniero naval y mostrar una visión panorámica de las novedades que incorpora el Reglamento.

  The new regulation on historic vessels, issued under the Maritime Navigation Act 2014, sets out the new category of historic ships and vessels in our legislation. Based on the european reference (Wilhemshaven Mou), the regulation favours an individualised treatment for operational and maritime safety specifications within the “certificate of compliance”. Particular interest and great potential receive preferential treatment for singular reproduction an digital copies which open up new opportunities for naval engineers.

  This study presents our analysis and research on the problems of shipyards and private organizations and maritime museums that protect our heritage. The preparatory work for the new Regulation and the doctrinal contributions, among which we highlight those of the Professor of Maritime Law at the UPC, Jaime Rodrigo de Larrucea, Academic of the Royal Academy of the Sea and the Royal European Academy of Doctors.

  This presentation aims to offers a panoramic view of the new features incorporated in the regulation, paying special attention to the challenges and opportunities it offers to the naval engineers.
