    El nuevo régimen político- constitucional que se deriva de la carta de ciudad Alfaro aprobada mediante referéndum (2008) , configura un estado de derechos y Justicia, cuyos alimentos más salientes serían un sistema derechos e instituciones designadas como del "buen vivir" (Susmak Kawsay) sustentando en la plurinacionalidad e interculturalidad y un proceso de legitimador democratizante de empoderamiento participativo de la ciudadania. A diferencia de Estado legalista-administrativo de derecho y del Estado social asignador, El mismo requiere una dinámica sistemática y concepción de justicia esencial y no tan sólo material. Estos serían los retos para alcanzar una ciudadanía democráticamente construida en la pluralidad y diversidad, examinados en el trabajo

    The new regime political-constitutionalist who derives itself from the letter of Alfaro City approved by means of referendum (2008), forms a State of rights and justice, whose more salient elements would be a system of rights and institutions designated like of the “good one for living" (Sumak Kawsay) sustained in the multi-nationality and interculturalidad, and, a democratizante legitimador process of participativo empoderamiento of the citizenship. Unlike the legatista-administrative State of Right and the asignador social State, he himself requires a sistémica dynamics and a conception of essential justice and not only material. These would be the challenges to reach a citizenship democratically constructed in their plurality and diversity, examinad in the work.
