Resumen de Derecho a la salud y neoliberalismo en Venezuela y América Latina: crónica incompleta de una narrativa en disputa (1960 – 2021)

  El artículo aporta algunas reflexiones en torno a las transiciones que el sentido del Derecho a la Salud en Venezuela ha encarnado en el período 1960 al 2021. Para ello, se realiza una revisión crítica de la legislación en salud vigente durante ese período, así como de los procesos de Reforma y Contrarreforma intentados en el marco de los dinámicos contextos histórico-políticos que ha transitado el país. Se logra caracterizar períodos, evidenciar aproximaciones, alejamientos y transiciones al modelo neoliberal en proceso de instauración en Latinoamérica; a partir de regularidades, similitudes y paralelismos asincrónicos, identificados en la contrastación con lo ocurrido en otros países de la región, Chile y Colombia; revelando, además, posibles horizontes para el Derecho a la Salud en la Venezuela del siglo XXI.

  This paper aims provides some reflections on the transitions that the sense of the Right to Health in Venezuela has embodied in the period 1960 to 2021. For this, a critical review of the health legislation in force during that period is carried out, as well as of the Reform and Counter-reform processes attempted within the framework of the dynamic historical-political contexts that the country has gone through. It is possible to characterize periods, and to show approaches, distances and transitions to the neoliberal model in the process of establishment in Latin America; from regularities, similarities and asynchronous parallels, identified in the contrast with what happened in other countries of the region, Chile and Colombia; also revealing possible horizons for the Right to Health in the Venezuela of the XXI century.
