    A considerable number of social responsibility actions, considered as those actions in line with the Sustainable Development Goals foreseen by the United Nations, are undertaken in Spain in the local environment of the institutions. At the same time, it is noticeable that this work is not coordinated with the rest of the actors and agents that should be involved in achieving the Objectives, that is, universities, companies, social associations, industrial or interest groups. Moreover, when this coordination is achieved it is only for specific actions, without vocation for continuity in the medium and long-term. On the other hand, in all cases, the actions are designed by and from one of the agents, usually the local Administration, who decides which other actors, when it deems it necessary, will participate in the programmed actions. It is necessary to establish an independent and permanent space of operation where social responsibility is centralized at the local level, with a physical space for this purpose and with a legal structure that allows the participation of all operators, public and private, so that coordination and efficiency in the development of the SDGs are favored.

    Se llevan a cabo en España un número considerable de acciones de responsabilidad social en el entorno local de las instituciones, consideradas como aquellas acciones en línea con los Objetivos de Desarrollo Sostenible previstos por las Naciones Unidas. Al mismo tiempo, se observa que este trabajo no se coordinada habitualmente con el resto de los actores y agentes que deberían participar en la consecución de los Objetivos, es decir, universidades, empresas, asociaciones sociales, industriales o grupos de interés. Además, cuando se logra esta coordinación, es solo para acciones específicas o puntuales, sin vocación de continuidad a medio y largo plazo. Por otro lado, en prácticamente todos los casos, las acciones son diseñadas por y desde uno de los agentes, la Administración local, quien decide qué otros actores, cuando lo consideran necesario, participarán en las acciones programadas. Es necesario establecer un espacio de operación independiente y permanente donde la responsabilidad social se centralice a nivel local, con un espacio físico dedicado a este fin y con una estructura legal que permita la participación de todos los operadores, públicos y privados, para que la coordinación y la eficiencia se vean favorecidas en el desarrollo de los ODS.
