Resumen de La respuesta del Gobierno Vasco ante la COVID-19

El objetivo de este artículo es analizar y cuantificar las iniciativas puestas en marcha por el Gobierno Vasco para hacer frente a la pandemia, así como al shock económico como consecuencia del proceso de hibernación forzosa derivadas del estado de alarma. Las actuaciones han combinado medidas sociales, basadas en un rápido y amplio reforzamiento de los sistemas sanitario y educativo, para adecuarlos a las nuevas circunstancias, y medidas económicas, para sostener la actividad económica y poner las bases para una rápida recuperación. En este último caso, se trata de medidas para mejorar la solvencia y la liquidez de las empresas, ofrecer ayudas a las personas y dar soporte a aquellos sectores y agentes más afectados. Asimismo, un segundo objetivo, complementario al anterior, es presentar el planteamiento a medio y largo plazo del Gobierno Vasco para acelerar la salida y recuperación de la crisis y hacer frente, lo antes posible, a los retos de este siglo aprovechando su potencial endógeno de inversión y poniendo en valor los fondos europeos Next Generation.

Artikulu honen helburua Eusko Jaurlaritzak pandemiari eta alarma-egoerak eragindako nahitaezko hibernazio-prozesuren ondoriozko shock ekonomikoari aurre egiteko abian jarri dituen ekimenak aztertzea eta kuantifikatzea da. Jarduerek neurri sozialak konbinatu dituzte, osasun- eta hezkuntza-sistemak azkar eta sakonki indartzean oinarrituta, egoera eta neurri ekonomiko berrietara egokitzeko, jarduera ekonomikoari eusteko eta susperraldi azkar baten oinarriak jartzeko. Azken kasu horretan, enpresen kaudimena eta likidezia hobetzeko, pertsonei laguntzak eskaintzeko eta sektore eta eragile kaltetuenei laguntza emateko neurriak dira. Era berean, bigarren helburua, aurrekoaren osagarria, Eusko Jaurlaritzaren epe ertain eta luzerako planteamendua aurkeztea da, krisialditik lehenbailehen ateratzeko eta ekonomia suspertzeko eta mende honetako erronkei ahalik eta lasterren aurre egiteko, haien inbertsio-potentzial endogenoa aprobetxatuz eta Next Generation funts europarrak balioetsiz.

The objective of this article is to analyse and quantify the initiatives set in motion by the Basque Government to tackle both the pandemic and the economic shock caused by the process of forced hibernation due to the state of alarm. The actions have combined social measures, based on fast and widespread reinforcement of the health and education systems to adapt them to the new circumstances, in addition to economic measures to sustain economic activity and lay the foundations for rapid recovery. In this latter case, the measures focus on improving the solvency and liquidity of companies, offering people help and providing support to the most affected sectors and agents. Likewise, a second objective, complementary to the former, is to present the Basque Government’s medium/long term plans for accelerating emergence and recovery from the crisis and tackling, as soon as possible, the challenges of this century, making the most of its endogenous investment potential and highlighting the importance of Europe’s Next Generation funds.
