Resumen de El Sistema Nacional de Áreas Protegidas en Colombia. Desarrollos conceptuales desde la doctrina socio-jurídica y ambiental

  El propósito de este artículo de revisión es presentar las principales aproximaciones teóricas del Sistema de Áreas Protegidas, desde los desarrollos conceptuales generados por la doctrina socio-jurídica y ambiental. A partir de estos referentes teóricos se definen las áreas protegidas desde una visión sistemática, analizando los antecedentes normativos e institucionales que las regulan, los conceptos que las definen y las características que las componen.

  Así mismo, se discute respecto a los objetivos y finalidades que debe atender el sistema de áreas protegidas en Colombia, desde el análisis de una función ecológica, la participación y la garantía de derechos ambientales y de desarrollo sostenible. Se concluye que como sistema, las áreas protegidas no solo están constituidas por un marco regulatorio y conceptual, sino que al estar integradas a un ordenamiento jurídico ambiental, les corresponde atender a un criterio de legitimidad.

  The purpose of this review article is to present the main theoretical approaches of the System of Protected Areas, from the conceptual developments generated by the socio legal and environmental doctrine. Based on these theoretical references, protected areas are defined from a systematic perspective analyzing the normative and institutional antecedents that regulate them, the concepts that define them and the characteristics that form them.

  Likewise, the objectives and purposes that the protected areas system must serve, on the analysis of an ecological function, participation and the guarantee of environmental rights and sustainable development, are discussed. It is concluded that as a system, protected areas are not only constituted by a regulatory and conceptual framework, but since they are integrated into an environmental legal system, they must meet a criterion of legitimacy.
