  Este artculo analiza las novedades en el estudio de la difusin internacionalde las polticas. Revisamos crticamente las contribuciones ms recientes sobre el tema,procurando identificar las novedades sustantivas y metodolgicas de esta bibliografa.En lo referente a los mecanismos de difusin, sostenemos que, si bien se reconoce quese traslapan, prcticamente no se le presta atencin a la forma en que interactan (ya seacon otros mecanismos de difusin o con factores domsticos). Por lo general los mecanismosse estudian de manera separada y no se les integra en un modelo coherente de difusin.Por lo que toca al nivel emprico, afirmamos que los estudios existentes se han concentradoen medidas polticas que parecen haberse difundido de forma explosiva, pese al hechode que tanto la teora como los mtodos son apropiados para estudiar cualquier tipo dedifusin. Sealamos que el nuevo trabajo emprico debera ocuparse de la difcil cuestinde de identificar la mejor manera de operacionalizar mecanismos alternativos dedifusin. Asimismo, debera prestarse ms atencin a la modelizacin de los procesosde difusin, a fin de explicar el hecho de que los patrones causales puedan ser heterog-neos en el tiempo y en el espacio. Finalmente, demostramos que la ltima oleada de estudiossobre difusin puede haber tenido la inesperada consecuencia de sugerir nuevaspreguntas. Algunas de stas tienen que ver con los mecanismos que inician, y aceleran, ladifusin de polticas e instituciones, la razn por la cual las medidas polticas se difundenen grupos, y no globalmente, por qu algunas polticas se difunden ms rpido que otrasy por qu hay polticas e instituciones que no se difunden en absoluto

  This paper surveys what is new in the study of the international diffusion of policies.We critically review the most recent contributions on the topic, trying to identify the substantive and methodological novelties in this literature. Regarding mechanisms,we argue that whereas there is acknowledgement that they overlap, there is hardly anyattention to the way in which they interact (either with other mechanisms of diffusion orwith domestic factors). More generally, mechanisms are studied separately and are not integratedinto a coherent model of diffusion. Regarding empirics, we argue that existingstudies have concentrated on policies that seem to have diffused in an explosive waydespite the fact that both theory and methods are appropriate to study any type of diffusion.We argue that new empirical work should tackle the difficult issue of how to betteroperationalize alternative diffusion mechanisms. More attention should also be given tomodeling diffusion processes to account for the fact that causal patterns may be highlyheterogeneous in time and space. Finally, we show that the last wave of studies on diffusionmay have had the unintended consequence of opening up new questions. Some ofthese questions are about the mechanisms that initiate vs. accelerate the diffusion of policiesand institutions, why policies diffuse in clusters rather than globally, why some policiesdiffuse faster than others, and why some policies do not diffuse at all.
