This paper presents the subtle variations that took place in the approximation of the State responsibilities in relation to the social matters between 1913 and 1920 at municipal level for those in charge of taking decisions in the framework of the dilemma that poverty and its social consequences brought at that time. We look forward to analyze the way in which the perception of inequalities determined the municipal agenda in the studied region, affecting the way in which necessities were solved, but above that, the political function conception for this.We stat that many of the solutions overpass the juncture by introducing into the agenda the social aspects as a political and public problem, even though the participation of philanthropic institutions that traditionally had taken care of this issues, was not reduced. We center the research in theway in which those in charged of providing solutions thought the poverty in the framework of an expanded problems agenda; and we intend to give a step further beyond the results they obtained, to analyze the generated discussions around the search of palliatives and look in which manner the crisis imposed into the debate, the public and social responsibilities to the poverty at the time of a political transition
