    • Transnational trade in regime of fair competition, such as that of the EU and also the WTO, leads to competition between States not only on the rules of production of goods but also on related profiles (tax regime, labor costs, for example) or even apparently distant. This competition between States can be beneficial where there is unequivocal and common assessments, but it can also be distortive of the correct rules of government of dissent, where this univocity does not subsist. It can also lead to effects that cannot be shared in hypotheses that correspond to so ayd. “Market failuresµ. In Europe there is a governance in charge of caring for the common interest. Certainly, creeping unanimism as well as a basic structure based rather on prohibitions and not on positive programs makes it sometimes ineffective. But it can overcome, as it did, its limits. It is more difficult to manage the problem worldwide.
