    Este artigo investiga os arranjos institucionais e o ordenamento jurídico ambiental na gestão dos recursos hídricos da bacia hidrográfica do rio Piranhas-Açu, a partir de meados dos anos 1990, tomando por base suas dimensões jurídica, institucional e ambiental. O estudo apresenta um recorte do trabalho de tese de Oliveira (2013), com atualização da legislação vigente para o entendimento do fenômeno ora pesquisado. A pesquisa adota a interdisciplinaridade como princípio epistemológico e metodológico, fundamenta-se no método hermenêutico-sistêmico e nas técnicas de interpretação e de análise documental. O recorte espacial corresponde à área de abrangência da bacia hidrográfica do rio Piranhas-Açu, de domínio federal, situada nos territórios do Rio Grande do Norte e da Paraíba. O objetivo principal consiste em analisar a governança da gestão das águas nessas unidades federativas com base nos seus arranjos jurídicos e institucionais. A interpretação jurídica das normas relacionadas à gestão hídrica e à atuação dos respectivos arranjos institucionais evidenciam que o estado da Paraíba apresenta avanços significativos; por outro lado, a situação do Rio Grande do Norte indica a necessidade de celeridade quanto à produção e/ou atualização de suas normas, pressuposto básico para a eficiência e eficácia da gestão das águas.

    The study investigates the institutional arrangements and the environmental legal order in the management of water resources in the Piranhas-Açu river basin, from the mid-1990s, based on its legal, institutional, and environmental dimensions. This article presents a cut of Oliveira's (2013) thesis work, with an update of the current legislation for the understanding of the phenomenon researched here. The research adopts interdisciplinarity as an epistemological and methodological principle and is based on the hermeneutic-systemic method and on the techniques of interpretation and document analysis. The spatial cutout corresponds to the area covered by the Piranhas-Açu river basin, of federal domain, located in the territories of Rio Grande do Norte and Paraíba. The main objective is to analyze the governance of water management in these federal units based on their legal and institutional arrangements. The legal interpretation of the norms related to waters management and the performance of the respective institutional arrangements show that the state of Paraíba presents significant advances; on the other hand, the situation in Rio Grande do Norte indicates the need for celerity as to the production and/or normative updating, a basic presupposition for efficient and effective water management
