    El Consejo Superior de Cooperativas es una figura muy poco conocida y estudiada en el entorno cooperativo. Surge en Francia en 1918 y en España aparece por primera vez en 1934. Instaurado el orden democrático la primera Ley que lo acoge es la de Cooperativas de Euskadi (1982) cumpliendo una labor de significativa importancia al punto que puede afirmarse que el cooperativismo vasco se ha visto positivamente influenciado por el trabajo desarrollado por este Consejo. El Consejo Superior de Cooperativas de Euskadi sirvió de referencia para que otras leyes de cooperativas lo contemplen. La evolución legislativa de esta institución nos permite apreciar el tratamiento jurídico de que ha sido objeto, así como la actitud de los Gobiernos respecto al cooperativismo.

    The Council of Cooperatives is a concept that has been very little known and studied in the cooperative environment. It appeared in France in 1918 and it was first used in Spain in 1934. Once the democratic order had been established, the first Law that received it was that of Cooperatives of the Basque Country (1982), thus playing a significant role to such an extent, that Basque cooperativism can be said to have been positively influenced by the work carried out by this Council. The Council of Cooperatives of the Basque Country became a point of reference so that other cooperative laws could contemplate it. The legislative evolution of this institution enables us to appreciate the legal treatment it has been given as well as the attitude of Governments towards cooperativism.
