    • The life of constitutional systems tends to oscillate between two poles. On the one hand, constitutions need to evolve by trying to adjust to social and political transformations, in order to avoid discrepancies with reality that could lead to eventual constitutional breaks while, on the other hand, constitutional stability benefi ts popular knowledge regarding the constitution as well as the development of a “constitutional feeling,” given the indisputability of the symbolic and socially integrating force of a constitution. Therefore, constitutional reforms fulfi ll the need of adjustment of the constitution to a changing reality, but they do so through a diffi cult procedure, in the sense that the adjustment will necessarily depend on the achievement of broad political consensus. If such qualifi ed consensus is not met, it is simply not worth it to compromise the integrity of the system.
