    En esta contribución, que reposa sobre la necesidad de conocer el pasado, en aras de mejorar el presente y replantear el futuro, se evidencia que la regulación del referéndum está íntimamente relacionada con la cultura política, reflejo de la confluencia de valores históricos y culturales. La experiencia histórica comparada de España, Europa y la reciente experiencia mexicana será el eje sobre el que pivotará esta reflexión. Es necesario construir instituciones y entrenar a individuos de tal forma que se comprometan en la consecución del interés público, en la genuina representación del público y al mismo tiempo seguir siendo críticos con tales instituciones y con tales aprendizajes con el fin de que siempre se muestren abiertos a posteriores interpretaciones y reformas.

    In this contribution, which rests on the need to know the past, in order to improve the present and rethink the future, it is evident that the regulation of the referendum is closely related to political culture, a reflection of the confluence of historical and cultural values. The comparative historical experience of Spain, Europe and the recent Mexican experience will be the axis on which this reflection will pivot. It is necessary to build institutions and train individuals in such a way that they engage in the pursuit of the public interest, in the genuine representation of the public and at the same time remain critical of such institutions and such learning so that they are always open. to later interpretations and reforms.
