The long journey that marked the birth and the evolution of current rural development policies has been influenced by the changes, economic, social and territorial, affecting the European Union, especially since the second half of the 80s of the past century. During this period a true rural matter emerged, with the clashing of the rural areas against the increasingly urban-drift process of the population. The strategies for development put in place by the EU consider all the local resources, together, for raising the quality of life in the territories, involving also the local communities. These new forms of endogenous development have been possible thanks to various initiatives, among which stands out the “LEADER”approach (Liaison Entre Actions de Developpement de l'Economie Rural) which places at the center of the action the GAL (Local Action Groups) established through public-private partnerships. This contribution studies the experience of the Gal Anglona - Romangia (Northern Sardinia), whose areas, although rich in considerable territorial and environmental capital, are in part classified as a state area of Demographic Malaise. The analysis of rural development plans and implemented programs shows how this type of approach, while generating positive results, must fight with territories that, while preserving large cultural, environmental and other capitals, also preserve historical forms of common or peculiar problems in most of the rural areas.
