Una mirada crítica sobre las representaciones de las juventudes en torno al Programa Primer Paso Aprendiz (PPPA)

    Entendiendo al neoliberalismo como una racionalidad, desde hace tiempo asistimos a un periodo de mutaciones en la forma en que se elaboran las políticas públicas. Una de estas expresiones se manifiesta a través del Programa Primer Paso Aprendiz (PPPA) ejecutado en Córdoba, Argentina, que apunta a capacitar a jóvenes de 16 a 24 años para su primer empleo. Este trabajo pretende dar cuenta de las representaciones de las juventudes en relación al PPPA dentro de un contexto neoliberal. Para ello, se hará un análisis de tipo cualitativo con foco en las destinatarias del programa, las representaciones que ellas tienen de la política así como de ellas mismas. Así, nos alejamos de una visión adultocéntrica y paternalista de la juventud basada en características homogéneas, que se asientan en discursos que hacen énfasis en la falta de agencia. El objetivo es, más bien, proponer una mirada de las juventudes que diste del discurso dominante y que permita entrever una consideración más realista sobre dónde están paradas las jóvenes y hacia dónde se dirigen

    Considering neoliberalism as a rationality, for some time now we have seen a period of mutations in the way in which public policy is elaborated. One of these expressions manifests through the Argentine program Primer Paso Aprendiz, which aims to train young people between 16 and 24 years of age for their first employment. This work intends to provide an understanding of the representations of the youth in relation to this program maidst a neoliberal context. For that purpose, a qualitative analysis will beperformed with the focus on the beneficiaries, the representations that these have of the program as well as how they see themselves. Thus, we stay away from a paternalistic and adult-focused perspective of the youth, based on homogenous characteristics that are built upon discourses that emphasize the lack of agency youth. Instead, the objective is to propose a vision of the youth that differentiates from the dominant discourse and that allows a glimpse of a more realistic account of where the youth currently stand and which way they are going.
