Historiar, qué ha sido la Salud Pública en Santander, requiere analizar las dinámicas curativas y preventivas impulsadas desde antes del siglo XIX por las instituciones estatales, las organizaciones socioeconómicas y las asociaciones filantrópicas, locales y departamentales, que durante más de doscientos años estuvieron a cargo de problemas higiénicos y sociales como la lepra a través de hospitales de caridad conocidos como “lazaretos”.
