Resumen de Federalización e ingresos de investigadores a CONICET en 2019 y 2020: ¿Del dicho al hecho hay mucho trecho?

  El artículo analiza los ingresos a la Carrera deInvestigador Científico y Tecnológico (CIC) delConsejo Nacional de Investigaciones Científicas yTécnicas (CONICET) en 2019 y 2020, en relacióncon el objetivo de federalización (desconcentraciónterritorial) y a la luz de dos estrategias divergentesque han atravesado históricamente al organismo. Elanálisis cuantitativo muestra que la federalizaciónde la CIC en las últimas convocatorias ha pasadoprincipalmente por el programa de fortalecimiento,mientras que los resultados en las otras ventanillassugieren el abandono de los criterios geográficosde años atrás. Esto indica un retorno hacia el enfoqueacademicista característico de la convocatorialibre con el equilibrio entre las distintas áreas delconocimiento como único criterio adicional.

  This article analyzes the incorporation of new members tothe Career of the Scientific and Technological Researcher(CIC) of the CONICET in 2019 and 2020, concerningthe objective of federalization (territorial redistribution)and in light of two divergent strategies that havebeen historically at the core of CONICET. The quantitativeanalysis shows that the federalization of the CICin the last two calls has mainly gone through the programfor strengthening of R&D, while the results in the othermodalities suggest the abandonment of the geographicalcriteria of years ago. This seems to indicate a return to anacademic approach, which is characteristic of the generalor free call with the balance between the different areas ofknowledge as the only additional criterion.
