¿“Quo vadis” COVID-19? Gobernanza, gestión de riesgo, resiliencia y resolución de conflictos

    La declaración del COVID-19 como pandemia global, y la necesidad de gobiernos de proveer respuestas prolongadas a los efectos de disminuir el contagio y la mortalidad, presentó desafíos que han afectado a todas las áreas de la vida social. La información de un inminente proceso de vacunación, requiere el comienzo de elaboración de pautas para enfrentar los desafíos de la época post corona. Teniendo presente que, dentro de los principios propuestos en el Marco Sendai, se considera una prioridad el fortalecimiento de la gobernanza del riesgo, el presente artículo pretende reflexionar y contribuir con propuestas desde el marco de análisis de la sociedad de riesgo,el principio de resiliencia social y conceptos y herramientas de resoluciónde conflictos. Presentamos variables que contribuyen a comprender mejorun más efectivo tratamiento de espacios libres que en el pasado de la humanidadpermitieron que no todas las generaciones sufran de un ataque viralde esta envergadura. Las propuestas del marco conceptual incluyen unarespuesta al desafío del gobierno de riesgos, comunicación social efectiva,procesos de rápida innovación resaltando la importancia de atributos comola resiliencia, un principio de un sistema médico, social y político que esadaptativo y dinámico, respondiendo con efectividad a nuevas circunstancias.Esta resiliencia resalta con la innovación, la creatividad y la reinvenciónde los espacios educativos mediatizados por la tecnología, el mundode trabajo y redimensionamiento del consumo. De lo macro a lo micro:la autorresponsabilidad y el aprendizaje en el uso de las herramientas deresolución/gestión/transformación de conflictos en la cotidianidad, sea enel marco familiar, laboral y/o ciudadano. Los Estados utilizan muchos recursos para asegurar la vigilancia de protocolos, con algunas percepciones de que al hacerlo roza el avasallamiento de derechos humanos. La sociedad civil y dentro de ella los académicos tienen un rol importante a cumplir.

    The declaration of COVID-19 as a global pandemic and the governments’ need to provide long-term answers to the effects towards diminishing mor-tality and contagion impacted all spheres of social life. News about an im-minent vaccination process requires initiating the elaboration of a relevant analysis that meets the post-corona challenges. Taking into account the principles suggested by the Marco Sendai, it’s important to point out the priority to strengthen the risk governability. This article aims to advance a reflexion that contributes towards the framework of analysis of a society at risk, the principle of social resilience and the concepts and tools of the ex-panding field of conflict resolution. We introduce variables that contribute towards a better understanding of an effective treatment of the open pe-riods of time in the past, when the development of humankind allowed that not all generations were exposed to a viral attack of this magnitude. The propositions in this conceptual framework include answers to the threats fa-cing risks’ situations, an effective social management, processes of fast in-novacion stressing the importance of attributes such as resilience - a medi-cal, social and political principle that is dynamic and adaptive- responding with effectiveness towards new circumstances. This resilience highlights together with innovation, the creativity and the re-invention of the educatio-nal spheres mediated by technology, the work area and the redimensioning of consumerism. From the macro to the micro: the self-responsibility and the training in the use of the tools of resolution/management/transformation of conflicts, in daily life, be in the family, workplace and citizens spheres. At the same time, the State is utilizing many resources in order to ensure respect of protocols, often with a behavior bordering with the subjugation of human rights. Civil society -and within it the academics- have an impor-tant role to fulfill.
