La planificación estratégica en las Instituciones de Educación Superior cubanas.Análisis comparado de su perfil actual y perspectivas de desarrollo

    La educación superior cubana esta llamada a jugar un papel estratégico en el desarrollo económico y social del país y,por tanto,las políticas nacionales que orientan su desarrollo siempre han estado orientadas a la satisfacción de las crecientes demandas y el mejoramiento de la calidad de sus resultados. En este caso, un elemento importante que tiene significación se relaciona con las transformaciones que se han producido en el modelo de gestión de las Instituciones de Educación Superior, donde resalta la aplicación del enfoque estratégico y de manera particular,de laplanificación estratégica como herramienta para elaborar las proyeccionesa mediano plazo.En las instituciones adscritas al Ministerio de Educación Superior,este hecho ha sido llamativo desde hace más de dos décadas, donde se ha acumulado una gran cantidad y disímiles experiencias en los contextos particulares,de donde surgen aspectos importantes a analizar y profundizar en el perfil o cuadro de situación actual e identificarlas posibilidades de mejoramiento con vistas a mantener en alto la eficiencia,eficacia y pertinencia de los resultados obtenidos hasta el momento. Al respecto,varias instituciones universitarias desarrollaron una investigación,cuyos resultados pusieron de relievel as similitudes y diferencias más importantes,así como los logros,problemas y estrategias de mejora. El objetivo de este artículo se orienta a resaltar las principales características de la metodología utilizada para llevar a cabo dicha evaluación desde el análisis comparado y el trabajo cooperado en red.

    The superior Cuban education this call to play a strategic role in the economic and social development of the country and there fore,the national politicians that guide their development have always been guided to the satisfaction of the growing demands and theim provement of the quality of their results.In this case,an important element that has significance is related with the transformations that have taken place in the pattern of management of the Higher Education Institutions,where it stands out the application of the strategic focus and in a particular way, of the strategic planning as tool to elaborate the projections to medium term. In the institutions attributed to the Ministry of Higher Education,this fact has been attractive for more than two decades,where he has accumulate great quantity and dissimilar experiences in the particular contexts, of where important aspects arise to analyze and to deepenin the profile ors quare of current situation and to identify the possibilities of improvement with a view to main taining the efficiency,effective ness and relevancy oft he results obtaine duntil the momenton high.In this respect,several institutions university student developed an investigation whose results put of relief the similar it and more important differences, as well as the achieve ments,problems and strategies of improvement.The objective of this article is guided to stand out the characteristic principals of the methodology used to carry out happiness evaluation from the compared analysis and the work cooperated in net.
