    In January 1963, a referendum would be held in Brazil for the people decide whether or not to continue the parliamentarism adopted in the country since 1961. This article will treat about the position of the author of the constitutional amendment that implemented the cabinet system in the country, the gaucho federal deputy Raul Pilla of the Libertador Party (PL). Historical defender of the government system, Pilla would choose not to defend the maintenance of parliamentarism under the conditions in which it was being ruled during just over a year in which it was implemented.

    Em janeiro de 1963, um referendo seria realizado no Brasil para que a populaçãodecidisse pela continuidade ou não do parlamentarismo adotado no país desde1961. Este trabalho abordará o posicionamento do autor da emenda constitucionalque implantou o regime de gabinete no país, o deputado federal gaúcho Raul Pillado Partido Libertador (PL). Histórico defensor do sistema de governo, Pilla optariapor não defender a manutenção do parlamentarismo nas condições em que vinhasendo regido naquele pouco mais de um ano em que vigorou.
