    The classic literature on the Brazilian First Republic assumes that, from the institution of the politics of governors, the Legislative became a mere figurative institution. The President of the Republic, in theory, would negotiate directly with the state governors so that they could avoid the election of members of the opposition to the National Congress.However,theinterpretationsofamorerecentliteraturerelativizedthescope of oligarchic agreements. In order to rescue the complexity of the relations between thepowersatthattime,thisarticledisplaystheresultsoftheanalysisofthepresidential messages sent to Congress from 1910 to 1920. The data collected shows conflicts between the two powers, something unthinkable to the classicapproach.

    A literatura clássica sobre a Primeira República assume que, a partir da instituição dapolítica dos governadores, o Legislativo se tornou mera instituição figurativa. Opresidente da República, em tese, negociava diretamente com os governadores dosestados para que estes evitassem que as oposições se elegessem ao CongressoNacional, tornando raros os conflitos entre os poderes. Literatura mais recente, porém,relativizou o alcance dos acordos oligárquicos. No objetivo de resgatar acomplexidade das relações entre os poderes na época, este artigo apresenta osresultados da análise das mensagens presidenciais encaminhadas pelos presidentesda República ao Congresso entre 1910 e 1920. Os dados levantados sinalizam paraconflitos entre os dois poderes, algo impensável à abordagem clássica.
