    Bajo la premisa de que el Municipioes la base del federalismo mexicano y el nivel de gobierno más cercano al pueblo, y que esen el Estado de Veracruz donde se colocóla primera piedra, resulta necesario analizarletoda vezqueenfrenta innumerables problemasque ponen en riesgosuautonomía y libertad. Por loanteriorexpuesto, esta colaboraciónanaliza y presenta el statu quodel régimen municipal mexicanoy, en especial,de aquelque integra al Estado de Veracruzde Ignacio de la Llavea plenaluz del siglo XXI.

    Under the premise that the Municipality is the basis of Mexican federalism and the level of government closest to the people, and that it is in the State of Veracruz where the first stone was laid, it is necessary to analyze it since it faces innumerable problems that put in risk their autonomy and freedom. Due to the prior exposing thiscollaboration analyzes and presents the status quo of the Mexican municipal system and, especially, of that which integrates the State of Veracruz de Ignacio de la Llave inthe light of the 21st century.
