En los años que el teniente general Miguel José Gastón de Iriarte y Elizacoechea desempeña el mando del departamento marítimo de Cartagena de Levante (1793-1797), se consolidan las últimas obras civiles, y las instalaciones logísticas del arsenal están en pleno funcionamiento. Pero el punto culminante de este periodo se alcanzará cuando se materialice un completo sistema de distribución para el suministro de agua potable a edificios y personal, lo que permitirá además la rápida y cómoda aguada de las embarcaciones.

In the years that the lieutenant general Miguel José Gastón de Iriarte y Elizacoechea remains in command of the maritime department the Cartagena de Levante (1793-1797), the last civil works are consolidated and the logistics facilities of the Arsenal are fully operational. But the climax of this period wil be reached when a complete distribution system for fhe supply of drinking wáter to buildings and staff and confortable watering of the boats materializes.
