    This article aimed to investigate how is being realized the social inclusion of people with disabilities in Brazil, based on legislation and public policies concerning the matter. Adopts as historical context the analysis of social behavior that have beingsubmitted people with disabilities to severe exclusion processes, and its replications in the present days. It is considered in the line of analysis that the phenomenon of social exclusion has been aggravated cultural silence that surrounded it. With ritually degraded identity, men and women for centuries were banned from iving with his fellows, with serious damage to their identity and to the collective one. From these starting points, this article studies the situation of Brazilians with disabilities inlight of the constitutional provisions that guarantee them full citizenship, and the reality they experienced, focusing on Affirmative Actionsaccomplishing theinclusive social practices

    Este artigo investiga como se realiza a inclusão social das pessoas com deficiência no Brasil, tendo por base a legislação e as políticas públicas referentes ao assunto. Adota como contexto histórico a análise do comportamento social que submeteu as pessoas com deficiência a processos severos de exclusão, replicado na realidade atual. Considera, em sua linha de análise, que o fenômeno da exclusão social se agravou pelo silêncio cultural que o envolveu. Com a identidade ritualmente degradada, homens e mulheres por séculos foram proscritos do convívio com seus semelhantes, com sérios danos para a sua identidade e também para a coletiva. A partir desses pressupostos, analisa-se a situação dos brasileiros com deficiência, à luz dos preceitos constitucionais que lhes asseguram a cidadania plena, e a realidade por eles vivenciada, com foco nas Ações Afirmativas implementadoras das práticas inclusivas.
