Resumen de Controle Social e Legal na Região Sul Fluminense: avanços e retrocessos na Saúde, Educação e Pessoal

  The study aims to evaluate the expenditures on health, education, and personnel, required by the Fiscal Responsability Law, in the year of 2019, of the municipalities in the South Fluminense region, comparing them with the survey carried out in 2014. Regarding the procedures, this is a bibliographic research combining a quantitative and qualitative approach, which allowed the identification that in 2019 almost all municipalities complied with the limits established by the Fiscal Responsability Law, with the exception of Volta Redonda, which is failing to meet the minimum applied in education, perhaps justified by the fact that having prioritized the health area, investing more than twice as much as required in this area. It is important to highlight that the analysis in relations of the expenses control is one of the factors that contribute to assess the municipal public services provision quality.

  O objetivo deste estudo é avaliar os gastos com saúde, educação e pessoal, exigidos pela Lei de Responsabilidade Fiscal, no ano de 2019, dos municípios da região Sul Fluminense comparando-os com a pesquisa realizada em 2014. Quanto aos procedimentos, a pesquisa foi do tipo bibliográfica combinando abordagem quantitativa e qualitativa, o que permitiu identificar que em 2019 quase todos os municípios cumpriram os limites estabelecidos pela Lei de Responsabilidade Fiscal, com exceção de Volta Redonda, que não está conseguindo cumprir o mínimo aplicado na educação; talvez justificado pelo fato de ter priorizado a área da saúde, investindo mais do que o dobro do exigido nessa área. Faz-se mister destacar que a análise em relação ao controle de gastos é um dos fatores que contribuem para avaliar a qualidade da prestação de serviço público municipal.
