El uso del patrimonio edificado: entre el valor de cambio y el valor de uso

    Este trabajo da cuenta del interés mostrado hacia los nuevos usos destinados al patrimonio cultural edificado y que influyen en su conservación. Ello surge debido al dilema presentado en la mayoría de los inmuebles abandonados con valores históricos- artísticos que se intentan rehabilitar para fines comerciales o turísticos con el propósito de ‘salvaguarda’ y ‘mantenimiento’ del patrimonio, desvirtuando el uso original o la línea de compatibilización al edificio, anteponiendo el valor de cambio por el valor de uso. El caso de estudio es el Palacio de la Música, edificio madrileño que permanece cerrado actualmente y cuyo uso se pretende cambiar para fines comerciales. La metodología aplicada se divide en tres partes: la documentación respecto al edificio, identificar la evolución de los usos que ha tenido a través del tiempo, y finalmente indagar en la legislación y permisibilidad para cambios de uso. Lo anterior ayudó a conocer las características de los valores que se toman o no en cuenta para comprobar la hipótesis que propone el uso cultural como el adecuado para la puesta en uso del edificio.

    This paper presents the interest shown towards new uses for the cultural built heritage, which has influence in its conservation. This arises due to the dilemma presented in most of the abandoned buildings with historical-artistic values that are subject to rehabilitation plans for commercial or tourist purposes, with the idea of “preservation” and “maintenance” of heritage buildings, detracting them from their original use or their correspondent compatibility building zonation, setting the exchange value before its use value. The case study is the Palacio de la Música, a building in Madrid that is currently closed and is intended to change its use for commercial purposes. The methodology is divided into three parts: the documentation regarding the building, identification of the temporal evolution of its uses, and inquiry of the current regulations for use changes. The above helped to know the characteristics of the values that are or not taken into account, to test the hypothesis that proposes the cultural use as suitable for commissioning the use of the building.
