Resumen de El diseño del funcionamiento del mercado gasista a la luz de las recientes reformas normativas

El presente trabajo tiene por objeto analizar la reciente evolución experimentada por la regulación del mercado gasista en España. Como última gran etapa de este proceso, y tras la aprobación del Real Decreto Ley 1/2019, de 11 de enero, se produjo la transferencia de las competencias en materia de peajes y retribución del sistema gasista a la CNMC, a resultas de lo cual el citado organismo regulador ha aprobado un conjunto de Circulares de carácter normativo que inciden directamente en el coste que abona por el gas el consumidor industrial, diseñándose así un nuevo marco regulatorio del sistema gasista y persiguiéndose con ello reducir el actual diferencial existente entre los peajes aplicables en España y los del resto de países europeos.

The purpose of this paper is to analyze the recent evolution experienced by the regulation of the gas market in Spain. As the last big stage of this process, and after the approval of Royal Decree Law 1/2019, of January 11, there was the transfer of powers in terms of tolls and remuneration of the gas system to the CNMC, as a result of which the aforementioned regulatory organism has approved a set of Circulars of a regulatory nature that directly affect the cost that the industrial consumer pays for gas, thus designing a new regulatory framework for the gas system and thereby pursuing the reduction of the current differential existing between the tolls applicable in Spain and those of other European countries.
