Resumen de La interdependencia entre la democracia digital y la crisis de la democracia representativa en América Latina

  Durante la última década hemos visto el debilitamiento de la democracia en América Latina.

  Las transiciones democráticas de la región y las iniciativas promovidas tanto por los gobiernos como por la sociedad civil hicieron que se vayan implementando diferentes mecanismos que acercaban a estos dos actores, permitiendo a los ciudadanos participar activamente en la vida pública en toda América Latina.

  Las protestas ocurridas en 2019 y este año evidenciaron que estos mecanismos no eran suficientes y que la relación entre ambos actores debía ser repensada. Este artículo presenta como nueva variable a considerar las nuevas herramientas tecnológicas y digitales, desarrollando y defendiendo la idea de complementariedad no solo entre representante y representado, sino entre las herramientas señaladas y el proceso de desconsolidación democrática que vive la región. Así, dependiendo de las acciones que se adopten, podrían servir como promotor o amenazador de la democracia.

  ] During the last decade we have seen the weakening of democracy in Latin America. The democratic transitions in the region, and the initiatives promoted by both governments and civil society, led to the implementation of different mechanisms that brought these two actors closer together, allowing citizens to actively participate in public life throughout Latin America. The protests that occurred in 2019 and this year showed that these mechanisms were not enough and that the relationship between both actors had to be rethought. This article presents as a new variable to consider the new technological and digital tools, developing and defending the idea of complementarity not only between representative and represented, but also between the mentioned tools and the process of democratic deconsolidation that the region is experiencing. Thus, depending on the actions that are taken, they could serve as a promoter or threat of democracy.
