    Entre las Recomendaciones incluidas en el último Informe del Pacto de Toledo de noviembre de 2020 sigue figurando la vieja orientación hacia la “Integración y convergencia de regímenes” como uno de los problemas del Sistema de Seguridad Social y de las principales reformas que habrán de acometerse. En el presente trabajo se analiza la estructura actual del sistema de Seguridad Social, los avances realizados en aras de la simplificación de los regímenes y de la homogeneización de la acción protectora con el Régimen General, con vistas a valorar las perspectivas de futuro del proceso reformista hacia un modelo dualista que debe culminar en la integración de los Regímenes Especiales vigentes en alguno de los dos llamados a perdurar- Régimen General y Régimen de Trabajadores Autónomos, así como también la conveniencia de mantener o eliminar los Sistemas especiales existentes.

    Among the Recommendations included in the last Report of the Toledo Pact of November 2020, the old orientation towards the “Integration and convergence of regimes” continues to appear as one of the problems of the Social Security System and of the main reforms that will have to be done. In this paper, the current structure of the Social Security system and the advances that have already taken place are analyzed, both in the field of simplifying the original Special Regimes and in the process of homogenizing these with the General Regime, with a view to to assess the future prospects of the reformist process towards a dualistic model that must culminate in the integration of the Special Regimes in force in one of the two calls to endure, as well as the convenience of maintaining or eliminating the Special Systems.
