    Mi querido general:

    Es indecible el gozo con que he visto llegar al general Silva y apenas lo he oído cuando he extendido el decreto que mando a Vd. Jamás he pensado hacer otra cosa que lo que consta de este documento. Me es imposible tampoco hacer más. Yo no puedo dividir la república; pero lo deseo para el bien de Venezuela y se hará en la asamblea general si Venezuela lo quiere.

    My dear general:

    It is unspeakable the joy with which I have seen General Silva arrive and I have hardly heard it when I have extended the decree that I send to you. I have never thought of doing anything other than what is contained in this document. It is impossible for me either to do more. I can not divide the republic; but I wish it for the good of Venezuela and it will be done in the general assembly if Venezuela wants it.
