El autor plantea que un aspecto central en la consideración de una tipología de IES está en el cambio que es necesario generar sobre los tipos institucionales, su oferta y el nivel económico de su público objetivo. Sustenta el diagnóstico en el contexto de un sistema de educación desde dos ejes temáticos relacionados: aparece como un conglomerado de instituciones que hacen una oferta a los mercados que atienden con incidencias negativas sobre la demanda; y la articulación del sistema con sus niveles previos es muy débil y no propicia la movilidad estudiantil. Propone desarrollar un esquema de ordenamiento de las instituciones, o tipología, basado en una articulación pertinente de los tipos institucionales y de programas existentes, con base en la naturaleza y en lo que por vocación propia asume cada institución, a partir de lo cual caracterizará su oferta.

The author argues that a central aspect for the setting of a new typology for higher education institutions lies in the kind of education they provide, the income level of the users they serve, as well as the purpose of the programs they offer. He supports his diagnosis on two related arguments. First it looks that there is as a set of institutions which make an offer to the markets they serve with negative impact on demand. Second, the articulation of the system to its previous level is weak and not conducive to student mobility. The scheme he proposes, aims to develop a typology, generally supported by relevant articulation of institutional types and programs, as well as based upon the recognitions of the nature and vocation of each one of the institutions, as originally established and duly institutionalized in theirs bylaws.
