    En la Comunidad Foral de Navarra los efectos negativos de la STC 61/97 no han tenido la trascendencia ni importancia que en otras Comunidades sin legislación urbanística propia. No obstante, sí se han producido algunas repercusiones que afectan más a cuestiones puramente jurídicas que de aplicación práctica inmediata. Navarra se ha visto favorablemente "afectada" -al igual que el resto de Comunidades Autónomas- por la Sentencia del Tribunal Constitucional en el sentido de obtener tras el fallo constitucional un mayor margen de actuación legislativa en el campo del urbanismo y de la ordenación del territorio, lo cual va a ser aprovechado por los poderes públicos forales para iniciar una reforma concertada de la legislación urbanística de esta Comunidad.

    The authors remark that in Navarra the effects of STC 61/1997 have not been as noteworthy as they have in those other Autonomous Regions not enjoying their own and proper C&T Planning Legislation.That impact which has been felt there has only affected things purely legal in their scope rather than anything of any immediate practical import we are told. Notwithstanding, it is felt that the sentence has been as favourable for Navarra as it has for all the other Communities insomuch as it has opened up the possibility for much greater legislative C&T Planning activity on the part of the Region, a possibility that will be seized upon by the local 'foral' administration in order to undertake a thorough-going reform of the Region's C&T legislation.
