    El Municipio de Madrid presenta un panorama bibliotecario público complejo y confuso para el observador poco informado, producto de la escasez de los medios económicos antaño aplicados y de la ausencia de cualquier planificación y coordinación institucionales. A pesar de la existencia, desde hace más de dos años, de un Plan Regional de Bibliotecas y de una Ley de Bibliotecas de la Comunidad de Madrid. estos primeros pasos fundamentales no han sido seguidos de Convenios o planes de conjunto de las instituciones públicas implicadas en la extensión de los servicios públicos de bibliotecas, hoy muy deficientes. En este marco general se ofrecen los resultados de estudios realizados en el Ayuntamiento de Madrid sobre sus servicios de bibliotecas públicas, y una de cuyas conclusiones más importantes es la que señala que el sistema municipal está integrado por bibliotecas de barrio, de pequeño tamaño y áreas de servicio limitadas a este nivel. Esta característica favorece su inclusión en el citado Plan Regional de Bibliotecas, que sigue, en cuanto a desarrollo de sistemas bibliotecarios urbanos, las directrices de INTAMEL Asociación miembro de la IFLA (International Federacion of Library Associations), para ciudades de más de 400.000 habitantes. Finalmente se expone la necesidad que tiene el Ayuntamiento de Madrid, de formalizar un Plan Municipal de Bibliotecas que aborde el desarrollo bibliotecario que precisa el Municipio de Madrid.

    The City of Madrid's offer of Public Library Facilities is both complex and confusing for the uninitiated. This is due to its previous poverty of means and the lack of any overall intitutionalized planning or managing. Although there has been a Regional Library Plan on the books for some two years now and a Community of Madrid Library Law to back it up, these first and needful steps have not been followed up with those necessary agreements and plans on the part of the local government bodies involved that could implement such legislation on this area of inadequacy. Within this overview, the paper describes the results of studies as to its public library services made by the Madrid City Hall, one of the most important of these being here seen as that which uncovers that the system is built on the small neighbourhood library, as this set up lends itself well to the premises behind the previously mentioned Regional Libraries Plan which, in its turn, tries to keep, as far as it can do, to the recommendations as to city public library facilities for cities of over 400,000 inhabitants made by ITAMEL (International Federation of Library Associations). The paper is rounded off by a call on the Madrid City Hall to draw up a Municipal Libraries Plan with which to face up to a call for development in this area in keeping with the realities of the city.
