    Cuando la incertidumbre económica es peor que la epidemiológica, plantea una serie de preguntas fundamentales: ¿Cuál ha sido la respuesta de la Seguridad Social costarricense frente a la pandemia? ¿Qué otros instrumentos podrían implementarse para contener los efectos adversos de la crisis? ¿Qué alternativas de financiamiento podrían implementarse para garantizar la sostenibilidad de la institucionalidad en el corto y mediano plazo? El presente trabajo analiza la respuesta del Estado costarricense frente a la crisis y la respuesta de la Seguridad Social mediante la descripción de la respuesta del Estado costarricense frente a la pandemia, el análisis de la respuesta de la Seguridad Social costarricense con énfasis en los de instrumentos de política pública y de financiamiento y a través del análisis prospectivo se plantean algunas otras medidas complementarias con la intención de mejorar la sostenibilidad de la institucionalidad del bienestar post pandemia.

    When the economic uncertainty is worse than the epidemiological one, it raises a series of fundamental questions: What has been the response of the Costa Rican Social Security to the pandemic? What other instruments could be implemented to contain the adverse effects of the crisis? What financing alternatives could be implemented to guarantee the sustainability of the institutionality in the short and medium term? This paper analyzes the response of the Costa Rican State to the crisis and the response of Social Security by describing the response of the Costa Rican State to the pandemic, the analysis of the response of the Costa Rican Social Security with emphasis on instruments of public policy and financing, and through prospective analysis, some other complementary measures are proposed with the intention of improving the sustainability of the post-pandemic welfare institutionality.
