    El texto propone un análisis crítico de las repercusiones que se pueden determinar para el orden constitucional debido a situaciones de emergencia que requieran la adopción de medidas adecuadas para su atención. La estabilidad constitucional se asegura cuando el sistema es sólido y cuando la democracia es madura; siendo siempre posible limitar los derechos en equilibrio con otros derechos, así como con la tutela de la salud.

    The contribution proposes a critical analysis of the consequences that can be determined in the constitutional legal system upon the occurrence of emergencies that require the adoption of suitable measures to deal with them. The constitutional system holds up if it is concrete and if democracy is mature. Upon the occurrence of these conditions, it is possible to limit the rights in the balance with other rights, respecting what is recognized by the same constitutive system and for the protection of health.
