Resumen de Ingeniería civil, patrimonio industrial y significancia. Una perspectiva desde el Plan Nacional de Patrimonio Industrial

Este escrito trata de ser una reflexión sobre lo que, en opinión del autor, han sido los tres principales logros del Plan Nacional del Patrimonio Industrial durante el período en que fue coordinado desde el Instituto del Patrimonio Cultual de España (IPCE). El primer logro sería la forja y difusión del propio concepto de Patrimonio Industrial en el ámbito español, siendo los miembros de las primeras comisiones de seguimiento del plan verdaderos pioneros en este campo. El segundo se refiere a la creación de una visión nacional conjunta e integrada de los vestigios supervivientes, frente a las innumerables iniciativas de recuperación debidas a entes locales y autonómicos. Esta visión ha sido construida mediante una incesante labor de estudio e inventario que, no obstante, adolece de sesgos muy marcados. Y precisamente, el desarrollo de los criterios de selección necesarios para estos trabajos constituiría el tercero logro y un hito en la disciplina más general conocida como evaluación de significancia de bienes patrimoniales.
El análisis de estas cuestiones lleva también a una reflexión sobre la estrecha relación entre el patrimonio industrial y la ingeniería civil y a un breve repaso de las diferentes estrategias de supervivencia de estos elementos significativos, siendo uno de ellos la musealización que se da en diferentes grados y con sus propias peculiaridades.

This writing aims to offer a glimpse on what, in the author’s opinion, have been the three main achievements of the Nationat Plan for Industrial Heritage during the period in which it was coordinated from the Institute of Cultural Heritage of Spain (lPCE, according to its spanish acronym). The first achievement would be the forging and dissemination of the concept of Indusirial Heritage in the Spanish realm. In fact, the members of the first monitoring committees of the plan were true pioneers in this fietd. The second refers to the creation of a joint and vision of the surviving remains, despite the fact that most of the recovery initiatives have been carried out by local authorities and autonomous communities. This vision has been built through incessant study and inventory work that, however, suffers from very marked biases. And precisely, the development of the selection criteria necessary for these works would constitute the third achievement, as a milestone in the more general discipline known as significance evaluation.
The analysis of these questions also leads to a reflection on the tight relationship between industrial heritage and civil engineering and a brief review of the different survival strategies of these significant elements, one of them being musealization, which occurs in different degrees and with its own quirks.
