Autonomía burocrática en Argentina.: Una explicación desde la economía política

    ¿Por qué en Argentina el Poder Ejecutivo puede muchas veces utilizar la burocracia pública a discreción? El presente trabajo busca explicar los elementos estructurales que generan esta situación. El argumento ofrecido en este trabajo sugiere que la politización de la bu-rocracia es el resultado de actores racionales y un arreglo institucional de-terminado. El marco institucional argentino favorece el uso cortoplacista de la burocracia pública al permitirle al Poder Ejecutivo su uso a discreción. Como comparación utilizaré el caso estadounidense en el cual, a pesar de compartir el arreglo presidencial de gobierno, existen importantes obstácu-los institucionales a las fluctuaciones del proceso de toma de decisiones. El trabajo postula que en los Estados Unidos se da una fuerte relación princi-pal-agente entre el Congreso y la burocracia. Un congreso profesionalizado e institucionalizado con intereses electorales dispersos ejerce como principal de un agente autónomo y profesional, al cual le permite bastante libertad de acción, pero al que está dispuesto a controlar férreamente en caso de que en su funcionamiento deje que desear. En la Argentina, por el contrario, lo que ocurre es que un principal (el Po-der Ejecutivo) con intereses electorales inmediatos y concentrados carece de limitaciones institucionales para promover una politización del aparato burocrático si eso redunda en recompensas inmediatas. En definitiva, los actores políticos racionales no pueden comprometerse para tomar decisiones en el futuro (el funcionamiento de la burocracia) acerca de algo que resulta tan poco atractivo en el presente (porque forta-lecer la burocracia en el presente no resulta en rédito electoral inmediato). Adicionalmente, los votantes no penalizan la utilización electoralista de la burocracia. Por último, la dinámica oficialismo-oposición tampoco es con-ducente a un compromiso fuerte a un aparato burocrático autónomo.

    Why in Argentina the Executive Power can often use the public bureau-cracy at its discretion? The present work seeks to explain the structural elements that generate this situation.The argument offered in this paper suggests that the politicization of the bureaucracy is the result of rational actors and a determined institutional arrangement. The Argentine institutional framework favors the short-term use of the public bureaucracy by allowing the Executive Power to use it at its discretion. As a comparison I will use the United States case in which, despite sharing the presidential arrangement of government, there are signi-ficant institutional obstacles to fluctuations in the decision-making process. The work posits that in the United States there is a strong principal-agent relationship between Congress and the bureaucracy. A professionalized and institutionalized Congress with dispersed electoral interests acts as the prin-cipal of an autonomous and professional agent, which allows a great deal of freedom of action but which it is willing to strictly control in the event that its operation leaves something to be desired.In Argentina, on the contrary, what happens is that a principal (the Execu-tive Power) with immediate and concentrated electoral interests lacks insti-tutional limitations to promote a politicization of the bureaucratic apparatus if this results in immediate rewards.Ultimately, rational political actors cannot commit to making decisions in the future (the functioning of the bureaucracy) about something that is so unattractive today (because strengthening the bureaucracy in the present does not result in immediate electoral payoff). Additionally, voters do not penalize electoral use of the bureaucracy. Finally, the ruling-opposition dynamic is not conducive to a strong commitment to an autonomous bureau-cratic apparatus
