    El rigor de Fernández de León, alcalde de Caracas, en la gestión de la Real Hacienda con motivo de la represión de los esclavos fugitivos de Caucagua en 1794, se debió en gran parte a su hostilidad hacia el Capitán General Carbonell. El realismo de Carbonell lo impulsó a convencer a los campesinos para que se hicieran cargo de la represión. El expediente que envió al Consejo de Indias destacó los inconvenientes del régimen bicéfalo establecido por el sistema de intendencia, que pronto se manifestó de manera más amplia con la insurrección de Coro en 1795.

    The rigor of Fernández de León, mayor of Caracas, in the management of the Royal Treasury on the occasion of the repression of the fugitive slaves of Caucagua in 1794, was due in large part to his hostility towards Captain General Carbonell. Carbonell's realism prompted him to convince the peasants to take charge of the repression. The file he sent to the Council of the Indies highlighted the drawbacks of the two-headed regime established by the intendancy system, which soon manifested itself more broadly with the Coro insurrection in 1795.
