    • The Summit of the Americas is a regional forum whose main goal is the integration of the Americas, even though the Summit only carries out tasks of international cooperation. The holding of the Summit since 1994 has contributed to the adoption of several political texts connected with hemispheric security issues. The analysis of these texts and policies that could be undertaken by American States is of great interest. The aim would be to determine the political importance of the agreements, their relevance in the international legal system and, above all, their contributions in the field of hemispheric security. The Summit has dealt several times with issues related to hemisphere security, although not in a very systematic and orderly way. Furthermore, no binding agreements have been achieved in the field of security. At best, the Summit has provided orientations, conduct guidelines, directionsand indications related to security matters, however it has taken certain action in the field of hemispheric security, such as confidence building measures, the fight against terrorism, the fight against organized crime and the regulation of illicit drug trafficking. The lack of what has been called the “security dimension” at the Summit does not mean that the work performed by this regional forum in the area of the security should not be highlighted. The Organization of American States carries out important work in the area of security and this work is not contradictory with the Summit agenda.
