La propuesta de la que vamos hablar guarda especial relación con los ataques británicos perpetrados contra Cádiz en 1587 y 1596. Ante el temor de un posible avance por el río Guadalquivir, y avisados por parte del duque de Medina Sidonia de la importante presencia pirática en el Estrecho de Gibraltar, en dichos años el Cabildo de Sevilla se embarca, o al menos dentro de sus limitaciones presupuestarias lo intenta, en una serie de medidas de fortificación de no sólo el Arenal, eminente zona portuaria de la ciudad, sino también del estuario. Para ello comprará y empezará a almacenar armas y municiones, además de solicitar la ayuda del afamado capitán, arquitecto e ingeniero militar Cristóbal de Rojas. Será este personaje quien diseñe una propuesta para la defensa de este enclave portuario fluvial. Sin embargo, ahuyentados poco después los enemigos y apaciguadas las tensiones y miedos.
