Resumen de La cohesión regional durante la gran crisis: Un análisis comparado para las regiones españolas

  La cohesión regional ha formado parte de los objetivos de la Unión Europea desde sus orígenes y tanto las políticas como las estrategias implementadas se han ido modificando en el tiempo, ajustándose a la incorporación de nuevos miembros y a los diferentes ciclos económicos. Para su evaluación, contamos con el Índice Regional de Lisboa, un indicador sintético que aglutina objetivos globales de la Estrategia de Lisboa e indicadores simples relativos al empleo, la formación y el gasto en I+D+i de las regiones y al mismo tiempo cuantifica parcialmente los actuales objetivos de la Estrategia 2020. A partir del análisis de la evolución temporal de este índice, se evalúa el efecto de la política de cohesión sobre España y sus regiones, y se comprueba cómo ha mejorado la cohesión en España en el periodo expansivo (2000-2007 y a partir del 2013) y cómo la Gran Crisis ha provocado una regresión de la cohesión, afectando en mayor medida a las regiones «en transición» y «menos desarrolladas», llegando a niveles previos al año 2000.

  Regional cohesion has been part of the objectives of the European Union since its inception and strategies such as implementations have been modified over time, adjusting to the incorporation of new members and to different economic cycles. For its evaluation, we have the Lisbon Regional Index, a synthetic indicator that brings together the global objectives of the Lisbon Strategy and the simple indicators of employment, training and expenditure in R + D + i of the regions and at the same time quantifiable The objective objectives of the 2020 Strategy. From the analysis of the temporal evolution of this index, the effect of the cohesion policy on Spain and its regions is evaluated, and it is verified how cohesion has improved in Spain in the expansive period (2000-2007 and since 2013) and how the Great Crisis has caused a regression of cohesion, affecting to a greater extent the regions «in transition» and «less developed», reaching levels prior to the year 2000.
