Resumen de La planificación gubernamental en América Latina y en Chile

  La planificación gubernamental ocupa un rol relevante en la gestión pública moderna, sin embargo, la inclinación hacia las políticas neoliberales y de libre mercado que han predominado en Chile en las últimas décadas, especialmente en el medio empresarial, fueron entendidas como contradictorias con el rol planificador del Estado. Existen indicios que esta concepción estaría cambiando, incluso en medios empresariales, en especial luego de la crisis social que afecta al país a partir de octubre del 2019 y de los efectos económicos y sociales generados tanto en Chile como el todo el mundo por pandemia de Coronavirus COVID-19.Es bastante generalizada la opinión de que el país requiere contar con una visión compartida de los desafíos que plantea el futuro y que hay ciertas respuestas a problemas públicos que se enfrentan mejor desde el Estado que desde entes privados. Sin embargo, el cómo se genera esa visión y cómo se materializa presupuestariamente son temas para estudiar y debatir. El presente artículo investiga la evolución de la planificación pública en Chile, analizando el grado de integración actual entre la definición de las metas expresadas en los diferentes instrumentos (planes nacionales, sectoriales, territoriales) y su expresión en el presupuesto público anual. El estudio aborda la definición de planificación gubernamental, su evo-lución en América Latina y en Chile para finalmente proponer algunas medidas para avanzar en su perfeccionamiento

  Government planning plays a relevant role in modern public management, however, the inclination towards neoliberal and free market policies that have predominated in Chile in recent decades, especially in the business world, were understood as contradictory to the planning role of the State. There are indications that this conception will change, even in business circles, especially after the social crisis that affects the country from October 2019 and also the economic and social effects generated both in Chile and worldwide due the Coronavirus COVID pandemic-19.The opinion is quite widespread that the country requires a shared vision of the challenges posed by the future and that there are certain responses to public problems that are better faced by the state than by private ones. However, how this vision is generated and how it is materialized in a budget are subjects to study and debate. This article investigates the evolution of public planning in the Chilean case, analyzing the current degree of integration.between the definition of the goals expressed in the different instruments (national, sectoral, territorial levels) and their expression in the annual public budget. The study approaches the definition of government planning, its evolution in Latin America and in Chile to finally propose some measures to advance its improvement
