Congruencia de los Planes de Desarrollo gubernamentales para el turismo en la Huasteca Potosina

    Esta investigación analiza la congruencia que existe entre los Planes de Desarrollo en los tres niveles de gobierno, siendo el objetivo conocer la aplicación de los lineamientos en la Huasteca Potosina en materia de turismo, bajo el enfoque de la sustentabilidad. De esta región se ha tomado como muestra el municipio de ciudad Valles, que por su importancia económica e histórica es la segunda con mayor relevancia después de San Luis Potosí capital y porque además a través de este análisis se pueden establecer paralelismos que puedan ser de utilidad para otras partes de la huasteca y de la región.

    Uno de los puntos observados que se convierte en nicho de oportunidad es la dificultad que existe para llevar a cabo politicas como la “inclusion de las comunidades en los planes de desarrollo turístico” cuando existe una realidad de carencia de recursos destinados a capacitación y desarrollo de proyectos sustentabes en apoyo a las comunidades, encontrandose en contraposición que el desarrollo turístico y la atención a los visitantes es precaria y realizada por personas que no pertenecen a las comunidades y que aprobechan en abuso de los recursos sin un cuidado de la capacidad de carga máxima de cada paraje.

    Punto a destacar es también la promoción y desarrollo de proyectos sin que tengan que ver con cuerpos de agua en parajes y su aprovechamiento para la recreación de los turistas, lo que requiere que exsta promoción hacia otras actividades y la decidida inversión para crear la infraestructura que permita la visita sustentable hacia otras actividades factibles en la región que no están directamente relacionadas con cuerpos de agua.

    A pesar de la existencia de planes debidamente alineados en las tres niveles de goierno, pudo observarse falta de operatividad de los objetivos de los Planes de Desarrollo en materia de turismo, principalmente en los que se refiere a infraestructura, capacitación, diversificación y sustentabilidad, lo que obliga a dar un enfoque de pertinencia a la aplicación de los planes a través de la inclusion de las comunidades, de manera decidida y con apoyos que bajen hasta esos niveles.

    Tampoco se considera conveniente que exista un distanciamiento entre las actuales operadoras y las comunidades, sin embargo, es necesario que el gobierno realice acciones conciliadoras, incluyentes y equitativas bajo el enfoque de cuidado ambiental para que verdaderamente haya un aprovechamiento con vision futura y no un distanciamiento por aprovecharlos recursos que aun sobreviven a pesar de la sobreexplotación de los parajes.

    Adicionalmente, es evidente que el sector académico ha sido poco aprovechado y que tiene un enorme potencial para apoyar a planes de desarrollo, estudios de carga, análisis fisicoquímicos, capacitación, y muy diversas actividades que pueden ser detonante para el desarrollo regional y necesarios para que los proyectos tengan el carácter de incluyentes y sostenibles, dandoles una viavilidad y estructura que, por un lado facilite la gestión, y que además permitan tener mayor probablidad de éxito por contar con una estructura mas sistematizada, y con visión a largo plazo evitando que s siga incurriendo en proyectos que solamente han resultado en paleativos momentáneos que solo posponen o agravan la situación en el mediano y largo plazo.

    This research analyzes the congruence that exists between the Development Plans at the three levels of government, with the objective being to know the application of the guidelines in the Huasteca Potosina in the field of tourism, under the focus of sustainability. From this region has been taken as a sample of the municipality of Ciudad Valles, which because of its economic and historical importance is the second most relevant after San Luis Potosí capital and because also through this analysis can be established parallels that may be useful for other parts of the Huasteca and the region.

    One of the observed points that becomes a niche of opportunity is the difficulty that exists to carry out policies as the "inclusion of the communities in the plans of tourist development" when there is a reality of lack of resources destined to training and development of projects In support of the communities, it being found in contrast that tourism development and attention to visitors is precarious and carried out by people who do not belong to the communities and who approve in abuse of resources without a care of the maximum load capacity of each place.

    Also worthy of mention is the promotion and development of projects without having to do with bodies of water in places and their use for the recreation of tourists, which requires that this promotion to other activities and the determined investment to create the infrastructure that allow a sustainable visit to other feasible activities in the region that are not directly related to water bodies.

    Despite the existence of duly aligned plans at the three levels of government, there was a lack of operationality of the objectives of the Development Plans in the field of tourism, mainly in terms of infrastructure, training, diversification and sustainability. Which obliges to give an approach of relevance to the implementation of the plans through the inclusion of the communities, in a determined way and with supports that go down to those levels.

    Nor is it considered desirable that there should be a separation between the current operators and the communities, however, it is necessary that the government carries out conciliatory, inclusive and equitable actions under the environmental care approach so that there is truly a future vision and not a distancing to take advantage of resources that still survive despite the overexploitation of the sites.

    In addition, it is clear that the academic sector has been underutilized and has enormous potential to support development plans, cargo studies, physicochemical analyzes, training, and a wide range of activities that can be detonating for regional development and necessary for the projects have the character of being inclusive and sustainable, giving them a viability and structure that, on the one hand facilitates the management, and that also allow greater likelihood of success by having a more systematized structure, and with a long term vision, avoiding that s continue to incur in projects that have only resulted in momentary palliatives that only postpone or aggravate the situation in the medium and long term.
