Resumen de Reflexiones sobre las viviendas de interés social en Ecuador

La vivienda social es aquella orientada al sector de la población que no posee recursos para adquirir un hogar a los precios establecidos por el mercado inmobiliario. Dada la relevancia y la importancia que tiene sobre la planificación y el desarrollo de ciudades en diversos países, es un tema que se viene estudiado por varias décadas y aún sigue en investigación; se observan aún fallas en los mecanismos usados en los diversos países para el tratamiento de esta temática desde la definición, las formas de asignación y los resultados obtenidos. En este documento se revisan, entre otros aspectos, los referentes conceptuales sobre viviendas de interés social; así como, sus constructos relacionados, estudios de casos, que podrán servir de fundamentos para su atención en el contexto latinoamericano, y específicamente en el Ecuador. Las investigaciones apuntan a la incorporación de factores asociados a la percepción y las expectativas del usuario en los modelos de gestión de proyectos inmobiliarios de interés social, y no solo aspectos asociados al diseño y costo de la vivienda, lograr esto sería el mejor indicador de habitabilidad urbana. El impacto que puede causar en economías en desarrollo, la necesidad de reducir el déficit de este tipo de viviendas en diversos países y en especial en los Latinoamericanos, son oportunidades para el desarrollo de futuras investigaciones.

Social housing is that oriented to the sector of the population that does not have the resources to acquire a home at the prices established by the real estate market. Given the relevance and importance it has on the planning and development of cities in different countries, it is a subject that has been studied for several decades and is still under investigation; It is still observed flaws in the mechanisms used in the various countries for the treatment of this issue from the definition, the forms of allocation and the results obtained. This document reviews, among other aspects, the conceptual references on social interest housing; as well as its related constructs, case studies, which may serve as foundations for its attention in the Latin American context, and specifically in Ecuador. The research points to the incorporation of factors associated with the perception and expectations of the user in the management models of real estate projects of social interest, and not only aspects associated with the design and cost of housing. To achieve this would be the best indicator of urban habitability. The impact that can be caused in developing economies, the need to reduce the deficit of this type of housing in various countries and especially in the Latin Americans, are opportunities for the development of future research.
