El autor comenta el discurso de Mario en el Jugurta de Salustio para analizar algunos hechos clave de la política romana y universal: la tensión entre la vieja aristocracia y el homus novus, la relación entre la política, la paz y la guerra. Todo ello confluye en las preguntas que guían el texto: ¿cuál es el mérito que otorga legitimidad y cuál es su límite? ¿Cuándo puede ser un arte la política y cuándo deja de serlo?

The autor comments the speech of Marius from the Jugurthin of Sallustto analize some key facts about the roman and universal politics: the tensión between old aristocracy and the homus novus, the relation between politics, war and peace. All of this meets in the questions that go through the text: what is the merit that legitimates something and what is its limit? When can politics be an art and when cease to be that?
