Resumen de A democracia, as políticas e os sistemas municipais de participação social: a repercussão local do decreto federal 8.243/2014

  This paper aims to research the democracy and the municipal policies of social participation, namely to analyze the possibility of establishment of systems and policies of social participation in local power. This theme is nuclear in political and juridical reflections. It’s used the hypothetical deductive method and literature review to the development of this research. Therefore, at first, it studies the origins of democracy, for what the comprehension of polis is essential. In addition, it analyses the Edict 8.243/14, that established the national policy and system of social participation, as well the controversies about your constitutionality. Finally, it runs through the comprehension of municipal autonomy. The conclusion points out the possibility and necessity of municipal policies and systems of social participation.

  O presente artigo objetiva o estudo da democracia e das políticas municipais de participação social, especialmente para analisar a possibilidade da instituição de sistemas e políticas de participação social em nível local. Este tema é nuclear nos estudos políticos e jurídicos. Utiliza-se o método hipotético-dedutivo, com a respectiva revisão bibliográfica para o desenvolvimento desta pesquisa. Para tanto, estuda-se o surgimento da democracia, o que remete à polis grega. Na sequência perpassa-se a análise do Decreto 8.243/14, que instituiu a política e o sistema nacional de participação social, bem como as controvérsias quanto à sua constitucionalidade. Por fim procede-se à compreensão da autonomia municipal, concluindo-se pela possibilidade e necessidade da instituição de políticas e sistemas municipais de participação social
